The 2008 Standards state that when new or replacement split system air conditioners, heat pumps, air handlers, or heat exchangers are installed in existing buildings, a refrigerant charge measurement or a CID (Charge Indicator Display) is required.
This applies in climate zones 2, 8, 9, 10, 11, 12, 13, 14, and 15.
As of January 1 2010 there are no longer alternatives to refrigerant charge measurement and TXV verification is gone. TXV verification has been replaced by CID (Charge Indicator Display) installation and verification

So you have downloaded the forms and printed them. Now you are even more confused. That's OK because here are simple step by step instructions to guide you through them.

The 2008 Standards state that an existing duct system must be sealed and verified by a HERS Rater when portions of the heating and cooling system are altered.
This applies in climate zones 2, 9, 10, 11, 12, 13, 14, 15, and 16 in any of the following scenarios:
- If an air handler is installed or replaced (this includes package units).
- If a cooling or heating coil is installed or replaced.
- If you add more than 40 feet of new duct to the system.
- If a furnace heat exchanger is installed or replaced.
- If a heat pump or air conditioner condensing unit is installed or replaced.
There are of course exceptions to the above scenarios:
- Ducts sealed or insulated with asbestos are exempt.
- Duct systems with less than 40 linear feet of duct in unconditioned space are exempt.
- Duct systems that have prevously been sealed, tested and certified by a HERS rater are exempt.
